Being abandoned means that it isn't very compatable any longer with overhauls like Ordinator so I have recently stopped using it. The combination of those two features make the staves work more like a focus for your own spells, instead of an artifact that casts for you like a default staff. Defensive function for all staves! The defensive mode does not require magicka to continue functioning however and if you take the perks, it simply helps you be a more effective mage (casting magic shield when you block, recharging magicka faster, etc).
